What is a Unix timestamp?

The number of seconds since 00:00:00 UTC on 1 January 1970 (the “Unix epoch”), not counting leap seconds. It is the same everywhere in the world at a given moment. Time zones are applied only when the number is shown as a date. JavaScript and many APIs use milliseconds (13 digits) instead of seconds (10 digits).
